The Liberal Democrats believe that the Council Tax is fundamentally unfair as it is based on outdated valuations of property values, and bears no relationship to the ability to pay.

That's why the Lib Dems are campaigning for the unfair Council Tax to be scrapped, and replaced with a fairer system based on ability to pay.
